8/1/2011 - Change to Mental Health/Substance Abuse Provider

Effective 8/1/11, the carved out insured substance abuse/mental health coverage will no longer be available. These benefits will now be provided through the medical programs selected by Plan participants. Refer to information provided under the BenefitTab of the medical program in which you are enrolled.

Effective 8/1/11, Self Funded Plan participants will have access to Blue Shields Life Referral 24/7 Program (800-985-2405) which is similar to the Member Assistance Program previously provided through OPTUM Health. Blue Shield HMO Participants have already had access to this program. Plan participants who are enrolled in Kaiser are encouraged to log into www.kaiserpermanente.org to learn about the various programs and classes that are available to Kaiser members.

4/29/2011 - IBEW Local Union 6/SFECA and LMCC Scholarship Program

This year the IBEW Local 6/SFECA Labor Management Cooperation Committee will award a total of twenty education grants to sons and daughters of contributors to EISB, Inc., their office staff and IBEW Local 6 members who are working for contributing employers to EISB, Inc. (including sons and daughters of deceased members who were working for contributing employers at the time of their death). The Scholarship will be awarded based on merit according to a selection criteria that will include an essay and an individual interview. Click here to view the notice, rules, and application.

4/25/2011 - Update on the Pension Plan's Funding Status

As required under Title II of the Pension Protection Act of 2006, the Plan's Actuary is required certify the Plan's funding position on an annual basis. The Actuary has certified that the Northern California Electrical Workers Pension Plan in NOT in either Endangered Status nor Critical Status for the plan year beginning January 1, 2011. 4/22/2011 - Special Enrollment Period Update

This is an update on the notice that was mailed in early April regarding the Special Open Enrollment Period for adding Adult Children. California Assembly Bill 36, the state legislation seeking to conform state tax law with the new federal health care law with respect to providing coverage to adult children through age 25, became law on April 7, 2011. As a result, effective March 23, 2010, there is no state tax imposed on the value of the medical coverage provided to these adult children.

4/8/2011 - Special Enrollment Period for Adult Children, Effective April 1, 2011

Under the Affordable Care Act enacted by Congress on March 23, 2010 ("ACA"), a Plan Participant's child who has not attained age 26 (an "adult child") must be allowed to participate in the Plan regardless of marital, tax dependent or student status, unless certain other coverage was available to the adult child. This notice explains the special enrollment period for enrolling non-dependent adult children, effective April 1, 2011.

The Plan is intended to be a plan described in §404(c) of the Employee Retirement Income Security Act of 1974, which means that the Plan’s fiduciaries (generally, the Board of Trustees) may be relieved of liability for any losses you incur that are the direct and necessary result of your investment instructions.

2/2/2011 - Notice About the Early Retiree Reinsurance Program

The Early Retiree Reinsurance Program (ERRP) is a federal program that was established under the Affordable Care Act. The SFEW Health and Welfare Plan (Plan) has been approved to receive reimbursements from the limited funds available under the ERRP to help defray some of the costs of health care benefits paid on behalf of, or by, early retirees and certain family members of early retirees.

2/2/2011 - Notice on "Grandfathered Plan Status" Under the Affordable Health Care Act (Applies to Self Funded PPO Only)

Please note that the Trustees believe that the San Francisco Electrical Workers Health & Welfare Plan is a "grandfathered health plan" under the Patient Protection and Affordable Care Act (the Affordable Care Act). As permitted by the Affordable Care Act, a grandfathered health plan can preserve certain basic health coverage that was already in effect when that law was enacted.

12/20/2010 - Notice Regarding Increase to Retiree Monthly Copayments

The notice specifies the adjusted monthly rates that will take effect on January 1, 2011. For retirees who have authorized automatic deduction from their pension benefits, the adjusted co-payment will be reflected in the January 2011 payment that is payable February 1, 2011.

11/22/2010 - Temporary Withdrawal Rule

Beginning 12/1/2010 through 12/31/2011, the Plan is temporarily allowing participants to request a distribution if they have terminated employment with all covered Employers, have had no work or contribution activity for at least 90 days, and meet the other requirements of the new rule. 10/29/2010 - Open Enrollment for Wage Deferral Election 11/1 - 12/13

Journeymen who participate in the San Francisco Electrical Workers Retirement Savings Plan may elect (or revise their election) for 401(k) pre-tax wage deferrals during open enrollment. Open enrollment begins in November and ends December 13, with payroll changes taking effect on January 1. 4/6/2010 - COBRA Continuation Coverage - Further Extension of Premium Assistance (Updated March 2010)

The American Recovery and Reinvestment Act of 2009 (ARRA), as amended on March 2, 2010 by the Temporary Extension Act of 2010, provides for premium reductions for health benefits under the Consolidated Omnibus Budget Reconciliation Act of 1985, commonly called COBRA. Eligible individuals pay only 35 percent of their COBRA premiums and the remaining 65 percent is paid by the Welfare Plan and reimbursed to the coverage provider through a tax credit.

3/23/2010 - Benefit Modifications to Mental Health/Chemical Dependency Coverage

Effective February 1, 2010, your Chemical Dependency benefits (which are available to Kaiser members through both PacifiCare Behavioral Health and Kaiser) and Mental Health benefits (which are provided only through Kaiser) have been changed to comply with the Federal Mental Health Parity Act. You can also view benefit comparisons for treatment at Kaiser facilities and treatment outside of Kaiser through the PBH Plan. 3/23/2010 - Michelle's Law Guarantees Continued Coverage of Dependent Students on Medically Necessary Leave of Absence

Effective February 1, 2010, the Plan has been amended to allow for continued coverage for a dependent child whose eligibility under the Plan is based on full-time attendance at an accredited trade school, college or university but who loses full-time student status due to a medically necessary leave of absence or change in enrollment. 2/19/2010 - COBRA Premium Assistance Extension Notice and Announcement

Since February 17, 2009, the American Recovery and Reinvestment Act of 2009 (ARRA) has provided temporary COBRA premium assistance to eligible individuals. The purpose of this notice is to tell you about certain features of the COBRA Subsidy that changed on December 19, 2009. 11/23/2009 - Application for Extension of Amortization Period

In response to last year's economic slowdown, the Trustees are continuing to look for ways to improve the condition of the Pension Plan without adversely affecting Plan Participants. Under the law, pension plans that are facing an endangered certification may extend the amortization period for certain liabilities by five years, allowing more time for greater investment earnings resulting from an economic recovery. At the recommendation of the Plan’s actuary, the Trustees have approved a five year extension. For more details, please consult the letter to Plan Participants and the Notice of Application.

11/13/2009 - Notice to All Active Plan Participants Regarding Changes to the Health & Welfare Plan

Effective for October 2009 work hours (December 2009 coverage), the Plan has been amended to allow for an hour bank advance of up to 120 hours for active members to prevent loss of coverage. Hours may be advanced from future hours worked due to an involuntary reduction of hours resulting from implementation of a 28-hour work week. 11/6/2009 - Loan Provision - San Francisco Electrical Workers Retirement Savings Plan

The San Francisco Electrical Workers Retirement Savings Plan has been amended to allow a loan to any Participant or Beneficiary in the Plan on or after December 1, 2009. Loans are initiated through Fidelity's website or by phone at 1-866-84-UNION. For more details, please consult the full notice and the complete text of the loan policy.
